has he ever ridden a atv before? if not you might want go with a smaller machine till he gets used to them. my son is 12 about the same height and weight as yours and he rides a honda 200.( my old one) thats plenty for him. dont forget when you were 13. (no fear)
some models you can limit the full throttle settings. just my two cents. better safe than sorry.
