1999 Arctic Cat ATV 500cc Suspension Problem

I just bought a 1999 Arctic Cat 500cc ATV and the first time I took it out the tire nearly fell off. I have no idea whats wrong with it, or how to fix it. Nothing was wrong until this happened, and I wasn't riding it super hard. Does anyone have any ideas?

Thats the broken one, if I get it all connected it just comes apart again. As far as I can see I am just missing a little rubber band to hold it together?

It looks like it is your front tire? Take a look at the image to see if the diagram helps out how it is built. Let me know
