damaged pipe to front wheel.. not the brake line..?

Hey there folks ,I wonder if any one can identify what the second smaller pipe that goes to both front wheels? the pipe is damaged on one side and im wondering what effect it will have if i dont repair it.
the atv I've got is a honda fourtrax 350.. can anyone tell me what the flip it is cause Ive spent the last 2 hours trying to google manuals with little success
