Default Sorry. Carb. still not clean.

What you are discribing is a dirty carb. The 'jets maybe clean but, the carb body is plugged. What are you cleaning with?
I use, 'Berrymans B-12 Chem Tool'.
"Use Nitrile gloves and eye protection when using this harsh chemical."
Remove ALL rubber prior to spraying as Berrymans can/will ruin o'rings.
After spraying and allowing the Berrymans to 'soak' for a few minutes, shoot HIGH powered compressed air into every hole you can find.
"Canned compressed air won't get it'. I'm talking HIGH air pressure. "Use Gloves, to avoid injury"!

Do want to use Berrymans? I have also have had very good luck with 'Yamaha Carb Cleaner. It is mixed 50/50 with water. Comes in a 16 oz. bottle.

Good Cleaning! Don't get cleaner on anything rubber!
