Age old questions with a twist. Carb problems on Recon

Hey guys, I have been running into some issues with my beat to hell 01 Honda Recon. I have had it sitting for a few years now and only driven occasionally (like 3 times). Before I let it sit, I had just cleaned out the carb and it was running pretty good but every time I started after that it got worse.

Last week I took the gas tank out, flushed it, took the carb off and cleaned out the bowl, main jet, idle jet and every other hole I could blow carb cleaner through. I put it all back together and I am having some issues with it.

The idle is erratic sounds like a mis), the plug is showing lean, popping on deceleration, flat up top. Classic lean mix. Tried adjusting the fuel screw under the bowl 3, 4 then even 5 turns out and it didn't help at all.

Figured something was still clogged up so I cleaned out again, no change. Here is what is really confusing me. It also surges a lot off idle. The warmer it gets the worse it gets. I could give the throttle a quick snap in N and at times it will hold the rev for like 20 seconds. I tried shaking the throttle cable, tapping the carb with a screw driver...the surge wouldn't drop. Only thing that seemed to kick it down was putting it in gear, then the idle drops (WTF) or just waiting it out till it drops on its own. The throttle still sticks while driving it, but not as noticeable as when in N. It doesn't stick like a cable problem, you'll let off the throttle and it'll drop back down but only to a high idle, then it'll slowly come back down.

Thought maybe a vacuum leak so I sprayed carb cleaner all around the intake manifold/carb but got no change in idle.

What do you guys think? I was going to go and get a carb rebuild kit, adjust the valves, change the plug/wire but I'd rather figure out what it could be before throwing money/time at it as I barely use it.

Ok, this is really puzzling me now...

I found an e bay carb I had purchased a while back and was going to use for the bowl (lost my old bowl). This car was never used and sitting in the box. I installed it along with the new supplied throttle jet needle and cap/gasket.

Basically there is an entirely new carb on there now, it was a cheapo e bay carb so it did not have provisions for the air stop valve but I wanted to see if it made any difference.

It richened up the mixture a bit, I was able to get it to stop running lean with only 2 turns out on the pilot jet. Didn't drive it to hear for popping or see if it was still flat but I STILL have the throttle sticking issue. Rev it up and as the revs come back down it gets stuck at a low rev for like 20-30 seconds before returning to idle.

I popped the throttle cable cover off, inspected it, checked it out at the needle end and it is moving back and forth smoothly like it should. It's not getting hung up anywhere I could see.

Could this be a valve or timing issue?
