2000 Polaris Magnum Starter Problem

Hi there, when I activate the starter on my 2000 POLARIS MAGNUM 325 4X4, it doesnt always turn the engine over. I took the recoil off and noticed that the ring gear seems to spin inside of the gear of the starter, just wondering how that comes off or how to fix it.
