Help needed with cold starting issue

My wife and I live off grid so we decided to purchase a couple of used quads one is a 1988 4 wheel drive 250 Quad Runner Suzuki which runs and starts really good the other is a 1999 Suzuki LT F 300 King quad it is the one I need help on with the cold start issue it does start and run after several minuets of cranking and feathering the throttle or holding the throttle wide open once you get it running it seems to run real good,the choke or En richer mechanism seems to be working but not to start it cold,the reason I say it seems to be working is after you finally get it started if you put the choke to full on the engine starts to stumble or choke out just does not work for cold starting,once you do get it started and warmed up it will start every time until cold again it has good spark,new spark plug,new carburetor good compression,new battery

I am leaning to it needing the valves adjusted but unsure

I did purchase a manual of the net

the manual I purchased states the val clearances are
Intake-0.03-0.08mm (0.001-0.003 In) and the Exhaust-0.17-0.22 mm (0.007-0.009 In) is these settings correct ???

Now I am going to ask what is probably a stupid question but I was always taught the only stupid question is the one you do not ask so here goes

The manual I purchase gave the clearances as stated but it does not state which valve is the intake valve and which is the exhaust valve so if someone can tell me that info it would be great

I am really green to quads but Iam pretty mechanically inclined

Boy you are green! Everyone has to start ! the intake valve is in front of where the carby is bolted on ie at the rear of the cylinder head. the exhaust valve sits at the front (underside?) of the engine near where the exhaust pipe is bolted on. I think you need to clean out the carby could be the idle jet is blocked or out of adjustment. Me thinks you need a workshop manual; go online & you can down load one for $ 15 approx (google midwest manuals) Also get a digital electrical meter. Check resistance of spark plug cap (unscrew the cap off the H/T lead) should be about 3000 Ohms or less. Hard to tell you more; read that manual ; the trouble shooting section. Good luck!
