I have a 99 kodiak 400 that pours gas from the overflow, I replaced the carb with a brand new after finding that the float was faulty in the old one. However now it seems to pour out even more. While putting the new carb on i did notice that the switch on the gas tank that controls if its shut off or on reserve did not shut off the flow of gas when switched to off... could this be my problem?

Sounds like your still having float/needle valve issues. It shouldn’t matter if the tank valve is off or not. The gas should stop when the carb float bowl is full.

That's what I was thinking but I dont see how the float or needle valve would have issues on a new carb

You might want to take it apart and have a look at it. Something could have got stuck. Maybe during shipping
