I know this will vary depending on type of use but about how many miles do you get out of a set of tires? I'm asking as mine has 1060 miles and to me the tires look fairly worn but my neighbor said they look like new. Being new to ATV's I'm not sure how deep the lugs are on new tires

It varies hugely. Different tyres have differing depth of lug, area of lug, and hardness of rubber, all of which effect the wear. Then there's the size and weight of bike, the surface they are being driven on and how the rider drives.

Unless the tyres are wearing unevenly there is probably not much you can do about the wear you are getting. If one or two of the tyres are wearing unevenly, such as on one side, or only in the center, or only on the outside edges, then it may need some wheel alighnment done or the pressures it runs changing.

Well that depends on how much grip you need for the conditions you are driving in, and whether you can tolerate a puncture. Once they are worn down to real low they get more prone to punctures.
I use mine till they have about an 1/8"" and then biff them if/when they get a puncture. I've found on road vehicles and off road that when the tryres are worn low and you get your first puncture it's hardly worth fixing the puncture because it's going to be the start of reoccurring punctures.

Nearly new I think.
The grooves that run across the cleats in that second photo are probably wear limits.. When the groove is gone the tyre's worn out.. If that leaves about 1/8' of thread it will be so.
